Toray Carbon 29ER Headset Help

I recently received my  "Toray Carbon 29ER Mountain Bike BSA 19" MTB Frame 142 * 12mm Thru Axle Included" from eBay:

The headset I bought: "FSA No.57 Orbit 1.5 ZS 1-1/8"-1.5" Sealed Bearing Tapered Headset #XTE1530 " :

I seems to work for the most part but the top aluminum part that says FSA, seems to not sit flush against the bearing.
Did I buy the wrong headset?

The order of the shims and part is important.
Share your best picture of the headset on the frame so we can imagine what is wrong.

I can't use parts 6 or 7 because they appear to be built into the frame.

That doesn't look right at all. Did you ask them what headset you should use?  There are lots of different "tapered" headsets for various types of frames and not all are compatible.

It doesn't look like you have part #4 sitting down into part #5 properly either, my experience would suggest they would usually sit a little bit proud but not normally that much.

LBS dug thru their supply and found an FSA cap that worked.

Now onto the BB, which is giving me troubles threading in. Thinking I will need a tap to chase the threads.
