Climbing bike for the European Alps?

ISO: mid/low-budget climbing build

I am I thinking about building a Chinese carbon road bike. I am living in Europe in the middle of the Alps, so I don’t really need an aero frame - I am looking for something that is more of a climber, stable on fast descents and as light as possible for the uphill. I want to go as much carbon as possible / feasible: frame, wheels, handlebars, seatpost,...
Still not sure about electric shifting, disc brake or rim brake -  maybe someone of you guys has already build up a comparable idea ?
I’m looking forward to your proposals and ideas regarding frame and wheels and general setup.
“Thanks” to corona, Budget is limited. Shouldn’t be super cheap, but dura ace isn’t in the budget...
