I bought a 1x11 sensah srx groupset and I was thinking about to build it 2x11 I I instead.

Sorry friend, I am actually holding onto it, in case 1X doesn't work for me.
Or I will be using it on my wife's bike

So, I was looking at part compatibility. So, is the same empire rear derailleur used for 11 and 12?

On the Sensah Store, they have the 11S and an 11/12S Derailleur.  The 11S is short, so may not be able to accommodate the 32T cassette.
But the long one should be fine. 

I can vouch for the insane High/Low limit range available on the 12S (or 11/12S) derailleur
