18.6 mm inner width is definitely not up to date. I would never buy such a narrow rim these days, especially not for gravel.

Yeah, a lot of the affordable wheelsets on Ali have outdated rim widths...

Possibly some overstocked old rims and they are lacing them with carbon to get them out?

Those look like Super Team wheels. Though these ones are a bit lighter.

Two weeks ago they dropped to $299. I'm constantly monitoring CF wheelsets on Amazon. The seller Queen Bike will occasionally drop prices to move inventory, but deals will only last a day or two. I probably check on wheelset prices twice a day.
