Looking for a road bike with the above, i don't want a gravel bike, i want an aero race bike, so if theres some chinese one out there that fits that bill let me know.
Yoeleo R21 and Dengfu R12 are off the table.

Just so I'm clear, you are looking for frameset alone with a stack of 400mm and reach of 600mm?

Such a thing may not even exist, as aero bikes - by definition - are supposed to have a low stack. My advice would be to go for an endurance frame, such as the Carbonda 1056, and fit a longer stem. That frame has the steeper angles and shorter wheelbase of a race frame, combined with the high stack of an endurance/gravel frame, but still offers fully internal cabling. If you fit a set of aero wheels, it'll look just like any other modern race bike. And as an added bonus, a longer stem will offset the otherwise twitchy handling you may get if you'd fit it with a shorter stem and narrow handlebars.
I have a 1056 myself, but needed to use a 90mm stem for my fit, and combined with a 40cm handlebar, it's just too twitchy for me, as I regularly have to ride in strong crosswinds. Back to gravel bikes for me :)

dengfu r12 and yoeleo r21 have those dimensions. Yes im looking for a frame. but i can also suffice for an endurance bike, help me out if you can!

Not gonna lie, you had me really confused.
I think you got stack and reached flipped around.
I think you just gotta reach out to manufacturers and ask if can build anything in bigger than 58cm...

Could you tell why dengfu r12 and yoeleo r21 are off the table?
My dengfu r12 perfectly does the job for racing on various terrains.
I beleive Yishun bike has some frames (i.e. R096-D) and workswell as well, but no experience.

yoeleo r12 is a bit expensive, and it might be the dengfu r12, but the dengfu r12 has a misaligned fd hanger. sucks for sram. id have to fully convert to di2 for it to be satisfactory.
