Title: Your thoughts on the build quality of my new frame?

I have an SP Cycle hardtail recently arrived.  Most of the frame appears okay, but the interior of the headtube is poorly finished.  This is in contrast with the interior of the bottom bracket which is quite smooth and well finished.

I do have the opportunity to return this frame...  would you keep it or return it?

In contrast the bottom bracket area is much cleaner
