Title: my new tires are out of round? Continental Grand Prix 4

I have some new Continental Grand Prix 4 Bicycle Tyres for my bike build thats not even complete... and they appear to be out of round...

what could be the cause???

Is it the fact they are new or that I used cheaper tubes?

I want to enjoy my bike when its finished.

Maybe you've gotten the tires that require pure nitrogen....

cant have that bumpy normal air.... also these arnt tubeless....

the type wasnt seated quite right!!!
