There are two versions on the rest bars
400/420mm widths
Stem size: Adjustable 85-100mm
Stem for fork steerer: 28.6mm
Rest bar angle: 0° or 15°
Elbow wisth: 250-290mm
Weight: around 1200g

how much with 15 deg and stem?
also can the arm pads move in and outward?

Yes, the arm pads position could be adjusted by moving to different mounting points.
