Title: What frame is this?

Hi guys! I saw a local dealer selling this custom bike. I'm assuming it's a Chinese frame with some stickers on it, but I also see a UCI one. So, I was wondering—does anyone know what frame this is?

It is a Workswell 306.
There are threads in this forum about other brands using this frame.
I ordered that frame from Workswell directly but decided to return it because of quality problems with the fork. Just my experience with the brand, can‘t speak for it in general.
