Title: What frame is this?

Hi there,

I'm looking at building a bike using the frame from the one in the picture. I assume this is an open mould frame, but I can't definitively identify it. The closest I've got is the Velobuild VB-R-089, but I'm not 100% sure that's it.

Can anyone help please?
