Is there a particular reason you're going with a Chinese frame? Depending on where you are in the world, there are probably options that are cheaper than a Chinese frame - for example, rim brake versions of the Focus Izalco Max, Giant TCR Advanced SL, Fuji SL, Supersix Evo Hi-Mod. In Australia, at least, pretty much all of these frames are as cheap (or cheaper) than a new Chinese frame.
Lots of good Chinese options for components though as jefflinde above has mentioned. I can also vouch for the Elita One seatpost, I'm using the 27.2 offset one on my Focus Izalco Max and it was light, cheap and easy to set up. I'm also using an Elita One saddle which has worked well for me so far too.
