The above bars have a pretty awful mounting design. Normally you tighten the top cap to compress the steering assembly and apply preload to the bearings, then you tighten the stem bolts to clamp the stem to the steerer tube. The Ultra bar has a wedge stem clamp like modern seatposts, which doesn't really have any practical advantages, but eh fair enough if you want to get rid of the bolts for aesthetics. The problem with the implementation here is that the top cap covers the wedge bolt, meaning that it's impossible to tighten it after screwing on the top cap. So it's impossible to use the top cap to apply preload to the bearings and assembly, because you can then no longer tighten the stem clamp. You could use your hands or a weight to provide compression to the system before tightening the clamp, but it's just a bodge solution for a worse result. And also a wedge like this will provide more uneven clamping force on a safety risk part (steerer) than a normal compression clamp.
Yet another product from china designed by an engineer who probably doesn't ride a bike and definitely doesn't work on them.
The original ultra bar doesn't have this problem as the wedge bolts are on the outside, but it's significantly more expensive, and we all know how much chinertown likes that.
