I have both the Goldix already linked to (which are also identical to the Zrace) and the Senicx PR3 on different bikes, both of which fulfil the brief.
The Goldix look chunky and purposeful but they are so chunky I have had issues with the crank arm rubbing the front mech when shifting to the largest gear. Have always been able to adjust it away slightly... but a bit of a compromise on perfect shifting. The Senicx I think are marginally better - more rounded and sculpted, shaped much closer to original Shimano, can adjust the mech absolutely fine with no rubbing issues. Neither are particularly light but the Senicx is marginally lighter though. If I needed another... I'd buy the Senicx.
There are others you can get with a 24mm steel axle - but all really much of a muchness - Cruzbike, Evosid, Onirii - I don't think any have a killer feature over the others if you want 165s. The Riro racer looks the nicest of all but only available in 170mm.
If you want light though... then the carbon cranks are the way forward, of which the Bigrock linked look the cheapest 24mm axle I've seen, but there is loads more choice if you change the BB to DUB.
