The conditions look a little tricky to hit, especially the steel spoke and weight.
Farsports have C series which is using regular steel spokes, even with 21F/28R spokes, 50mm is already over 1300g.
With carbon spokes (18F/18R) and 50mm rims it's around 1200g, still beyond your weight requirement and not reaching your 55mm rim depth.
There are EVOs series that go with ceramic bearings, and that will finally meet your weight requirement, but will also introduce total system weight limit (<120kg), and I never believe ceramic bearings are suitable for cycling usage.
Again, those wheels that meet your weight requirement are all using carbon spokes.
I guess there may be some lightweight hubs, or even lower spoke numbers, but I strongly doubt if those combination will be stiff enough.
And about 32mm tyres, I'm running 28mm tyres on 24mm IW 32mm EW wheels, the tyres already measure 32mm, and matching the wheels pretty well.
So it's more about your tyre width and the wheel profiles.
