Anybody knows how to get this frameset from TSC?

Interesting, the road frames are the same mold as Yishun frames.

Then nobody has purchased one frame to this factory?

For now, but interestingly, they have the same frames as Yishunbikes. I sent an email on the email addresses that was provided on that site but there were no answer so far.
