Hi everyone,
I'm looking for a value all-road 'wide rim' wheelset for 35mm tires, not bothered with weight but instead prefer stronger structure for pot-hole proofing...
Very open to gravel rims if so be it!

Those are a bit narrower one. Iam building bike for 35mm road tyres to and I think https://www.xmcarbonspeed.com/Productinfo.asp?f=1650 these one are the best choice for that.
I tested now Michelin PRO 5 in 35mm and on 28 internal width rim they measure exactly real 37mm on 50psi so kind of perfectly aligned with this rim.
Iam going to order wheels on those rims and put Michelin PRO5 35mm on back (real 37mm) and Michelin PRO 5 32mm in front (on 28internal width rim they are measuring 35mm). I think that would be good combo.

I'd get the elite ent gravel, I have the 35mm deep with i think 23-24mm internals with 35mm gp5000 AS TR. So far so good, hit my fair share of pot holes/ bumps and I weight 90kg/200lbs

For 35mm tire, I would like to recommend 24mm inner.
