I'm looking for some 60 or 65mm rims, supporting 28mm wide tires, so rim should be around 23mm inside wide.
Serenade ? (never heard of them)
Lightbicyle? (too narrow)
Deercycles (good quality, know them well, but rims are 21mm inside)
Who else?
Cheers

So my suggestion is:
Elite Egde: https://it.aliexpress.com/item/1005007516932880.html (https://s.click.aliexpress.com/e/_c3HlbMT1)
Kore: https://it.aliexpress.com/item/1005009496839365.html (https://s.click.aliexpress.com/e/_c4sUnMh9)
CSC: https://it.aliexpress.com/item/1005009614040953.html (https://s.click.aliexpress.com/e/_c3DeJsuF)
Curretly ridin the Edge one with a 28mm tire and no issue whatsoever

I have had the 60/60mm Serenades Quality wheels 23mm internal
Quality set of wheels.

I had the cheapo Elitewheels 65mms with 28 GP5Ks and they were fast. IIRC not too bad in the wind either.

Good Day Sir
Yes, we can offer a 60 rim with a 23mm internal width, which pairs perfectly with 28mm tyres.
We can build the wheels to your preference with carbon steel or titanium spokes, and we also offer a wide range of hub options. If you prefer to do a self-build, we’re happy to supply the rims on their own as well.
All of our rims are rated to a 120kg load limit.
Let me know what setup you’re considering and I’d be happy to help further.
Best
