Title: Convertible carbon hub wheel set

Hi all

I am looking to upgrade the wheels on my bike to some bang for buck carbon wheels. My current bike is a UK shop special designed with Chris Hoy back in 2016 - Hoy Alto Irpavi .004 - I'll eventually upgrade this but for now it is what I have. The issue comes in that the front hub uses 15mm thru axles:
Novatec CXD clincher, 15mm front through axle, 12mm rear through axle, sealed bearing, centrelock

I believe I can just get some hubs that will take the 15mm at the front and then convert it into 12mm later on. Is this the case? And if so, any recommendations for who to get the wheels from and which ones? For reference, I'm a tall rider, 188cm, heavy-ish at 91KG and don't want something I can too easily break. Happy to maintain myself also. I also would be looking for something to fit 35mm later on, though this bike can fit a max out 32mm, probably a little for that but 28mm would be easy.
