Title: Is it safe to ride (handlebar bump-crack)?

I took my new bike to the shop (10 rides), for the first free bike check. I asked them to install a stem garmin mount, when i got home i realised about this crack. Is it cosmetic damage or better not to ride it?

When I first got the bike you could see that top 2 stem bolts were uneven, you could see 2 thread pitches on one side and 3 on the other, no creaks, cracks or any visual damage before i took it to the shop.

I should have bought a mondince instead of this cannondale and have it built at my local bike shop instead of boutique butchers.
