In Japan, most mountain roads are  paved  or extremely steep（not for MTB）. Most people ride road bikes or go Trekking. Even gravel bikes are  almost unnecessary.

Speed release axles are double threaded.　It will be difficult to find third party axle

The hole above stem is cable hole for primitive ACR headset. Front brake cable runs from the top of the fork through the expander plug.
Needless to say, This method has very poor maintainability.　Even ACR frames often use other routes.
