IP-036 Linkage Problems

I’m having some problems with the linkage where the front derailer is. My mechanic has told me that everything on the bike is tightened down per the specifications but the back end is still very very loose.

And the one large black bolt just turns and never tightens? Is this normal?

What do you recommend me doing to fix this?

Are you using a hex key wrench on the other side of the black hex nut when you are trying to tighten everything?  Are all the pivot points torqued to spec?  The torque specs are on the bolts.

I picked up my bike from the shop and they told me the spacer was on the wrong side of the bearing. They swapped it out and the play seems like it is almost gone but not 100% gone.  The black bolt is now tight and does not spin. I plan on riding tomorrow.
