for my TanTan GR048 I am looking for carbon gravel wheels with the following specifications:

Weave:UD
Rim Type: Tubeless
Rim outer Width: 27-28mm
Rim inner width: 24-25mm
Rim height: 30-40mm
Hub: DT Swiss 350 or 240
Axle Hub Front: 12x100
Axle Hub Rear: 12x142
Freebody: Shimano 10,11,12s
Brake Interface: Center Lock

I am not familiar with good Chinese wheel manufacturers. Can anyone recommend a manufacturer?

Very unlikely that you will get DT Swiss hubs in that budget, you'll probably need at least 800 EUR to get a good wheel with DT Swiss 350s. Consider one of the recommendations made by Ludo above with house brand hubs.
