Tantan FM356 tariff?

I ordered/paid for a Tantan FM356 frame way back in January....it is apparently now ready to ship.  Company told me that I would have to pay"taxes" now and clear customs.  I bought it via DHGate and assumed that was the full price.  Is this what you guys have experienced??   I am loosely aware of the tariff but had no indication that it was not built into the DHGate transaction.  I am in the US, BTW.

I thought there were no tariffs on transactions under $800.

I spent 850 on my frame plus shipping. I didn't pay taxes. I used Tan Tan from Ebay.

No tariffs on my 936 and it was over $800.
