Budget Tubeless compatible rim brake wheelset

Just bought a 10 year old steel rim brake bike and I want to update the wheelset.  My desire is a budget friendly wheelset centered around tubeless 32mm tires, that perform well with the properties from a steel frame bike.  Any leads or recommendations?

Are you sure your frame can handle a 32mm tire? Most rim brakes are limited too MUCH smaller than that.
Slow on the climb. And everywhere else.

I would start with elite wheels https://www.elite-wheels.com they have budget friendly product lines and have a good reputation. I run cheap disc break wheels from them without any complains.

Elite Edge will get the job done. Do not expect to hit 105% rule, though.

As far as I know yes - it has Shimano long reach calipers. I measure it with my digital calipers and it should have enough room for a max of 32 - most def could fit 30's
