Looking to build up a full rigid 29er with a relatively steep seat post angle for racing on dirt, groomed single track, and road. Any direction would be great.

Hard to go wrong with the CS-057.

Hard to go wrong with the CS-057.

Agreed. Based on my experience with a newer frame and experience of several friends with the 057, that frame is very well sorted and strong - plus as it's an older design, it's less expensive. It's about the only thing I'd consider at this point.

Looks like the The M-096 have external cable routing, rest looks all simmilar.

The geometry image is not very readable.
Do you have a bigger definition ?
You can put it in imgur.com and just the link here.

For a hard tail, I would always prefer a 27.2mm seatpost for comfort.
 
Bigger seatposts give a harsher ride.
However they allow more and cheaper options if you plan to put a dropper seatpost.

Did you ask the seller already?
It looks to be a big hole compared to the width, so my bet is PF30 with 46mm  8)
This looks like the Tideace 009 which is a very good frame.
