IP256 has fairly long TT so you will be perfectly fine with 17.5 inch, I'm 1.82m and will take it as well if I decide to build 29er instead of 650b.

When it comes to wheels try to find DT350/Hope2Evo on Crests or a similar rim. Could be hard to get at that price point but doable. Switching front hub to Novatec would lower the price, but treat it as last resort ;P

I've always been a low cadency rider. Probably will take 34T spiderless Oval ...

What's the QFactor of the cranks  (long or short spindle)? wondering if with 168mm the 36T chainring would fit..

In fact there are a lot of places to drop weight. Formula R! (Racing) brakes would be one place. Switch Chainring to Absolute Black spiderless design for better stifness and some less weight too. With pedals it depends if you are fan of Eggbeater, even if not there are some lighter options (Exustar Ti models come to mind). When it comes to cockpit, I'm not an expert when it comes stems of that length but some nice models like Ritchey C260 or KCNC SC Wing start from 80mm. Seatpost isn't a lightest one as well ..

Edit: If you have loads of cash you can go Clavivula with crank :P
