I have been trying to reach Peter for a few weeks. We messaged briefly about 3 weeks ago, but I haven't heard back and I need to get a frame shipped and a few other things. 

Maybe it's a Chinese New Year or some other holiday of the sort going on right now?

Are you contacting him on the correct email address ? Maybe you're email is in his spam box ? Try sending from another email address.

In this topic there was a contact within a hour. So, I don't know what going wrong.

I messaged him on his foxmail email and it was fine.  Skype would probably be the best way to contact him.

I had been using his foxmail.  Strange.  I'll try hitting him up again.

Oops... I have been using a gmail account.  Funny because we have been corresponding on that up until about a month ago.
