You need some extra shims/washers between your lock ring and the top cap. I had the same issue.
Now, when you tighten up the headset, you're pressing the top cap on your frame. With the extra shims, the top cap is pressing on the lock ring and on the bearing. The top cap, which have a rubber ring beneath, should move freely. There should be little space between the frame and the top cap (with the rubber ring between).

So, find some shims, install them and try again. When you think it's okay, squeeze your front brake, lift your rear wheel a little, and move your bike, try to find the last wiggle.

Yep, easy mistake that can be made.  Cutting the steer tube length correctly along with the right spacer height is critical to getting the headst tightened down.

My headset didn't even come with one shim. I think I got most of the wiggle out by putting a little 2 mm spacer on the top. I will try to find a few shims and see if that helps as well.

Headsets should have at least a couple thin metal shims, some of the ones applied by XMIplay were missing the shims so you might need to find some either locally or online.

Not on the top, but on the lock ring.

Since I didn't get any shims with the headset, do they need to be big enough to contact the frame or just the bearing?

The shims are between the top headset bearing and the top cap, the shim keeps the top (dust) cap from contacting the frame and causing binding when the expander nut is tightened down.
