Patagonia for buy once, cry once quality and $5 repairs in case you don't keep the rubber side down.

Gonna just say it, if you want a rain jacket, skip the Chinese stuff.

Grab a castelli perfetto with goretex infinium, gorewear c5 with goretex shakedry if you can find one or something similar.

Personally unless it's below 40f and raining I'd rather not wear anything waterproof.

I can vouch for the quality of the Decathlon stuff. I got the Van Rysel superlight rain jacket and I’m actually pretty pleased with it. It won’t keep you super dry forever. But I happily trade off a bit of water resistance in favour of ventilation. I hate the feeling of wearing a plastic bag.

I get super hot when riding so using waterproofs is always a hard one. For me, waterproofs are reserved for cold rainy adys where the extra layers keep warmth in. I also make sure I use base layers because getting hot in waterproofs is extremely uncomfortable when the wet jacket / trousers stick to you. I tried chiner stuff, was all crap and terribly ventilated. I prefer to use a soft-shell jacket when it is raining as it keeps me warm and pretty dry unless its a long ride and you don't get that sticky feeling in my experience.

Last year it was raining so much in Belgium I decided to invest in rain jackets.
And scouted the shops to find some bargained jackets and found one light Pearl Izumi, and two Vega Extreme and Absolute from Santini all flashy and based on the Neoshell fabric.
At around 100€ each, it was expensive in total, but it gave me the joy back of riding in extreme weather.
Together with AGU Foul Weather shoe cover I was able to make something out of that shitty season.

You won't find a proper rain jacket on AliExpress. I am pretty sure you won't find one from most big name/boutique brands.

A good raining jacket need a special material that is waterproof and breathable at the same time. And that's not cheap.

I got one from a local brand that is doing high class skiing, hiking clothes. One of the owners is s cyclists so they also made cycling line. They make jackets from this fabrics https://www.dermizax.toray/about-dermizax/ 40.000 breathability and 20.000 waterproofing is high level.

It wasn't cheap at around 180$, but for a name brand with this properties that would cost 2/3x

I don't know of they ship abroad. But shouldn't be a problem.

Rapha often has sales on their rain jacket in some colors. I grabbed one a while a go for 80USD. Downside to this jacket and probably most rain jackets is they don't breathe well.

I'm a princess, if it's raining I'm not going.
What about technical cold weather jackets? I use the word cold loosely, if it's freezing, I'm not going either :p

Castelli Gabba jersey w/water resistant arm warmers served me well for light to med rain. if it's a downpour, I'm turning around

i am a big fan of the specialized alpha prime jacket. i wear it down below freezing with light arm warmers, summer baselayer and a summer jersey on. or just by itself with a baselayer on up to about 14C and anything in between. the vest is good, too.
