i would put the frame at 90 degrees, and pour super glue between the frame and the sleeve. flood the zone. Super glue is very thin. if you flood the whole area, it should hold. obviously, dont put glue on the threads...
afaik, you cant use epoxy, unless you find a super liquid epoxy. but honestly super glue is super strong.
given the tiny amount of play, i wouldnt worry too much about alignment.
Shimano makes plastic BBs because tolerances on bikes have been atrocious forever. a fraction of a millimeter shouldnt matter too much. You did buy a clone from a seller with bad reputation, so using super glue feels legit.
