Budget friendly frame for casual gravel bike

Hey guys,
i need to build a "cheap" bike for my girlfriend. She wont ride it every day, just for casual fun or riding to the grocery store so the geometry should be comfortable not too sporty. The Price should be around 400€ including fork, seastpost, dropbar, headset, shipping and customs to germany. It doesnt need to be the lightest frame, and custom color is not necessary, full carbon would be great but allow frame + carbon fork would work also. important is the option to add a luggage rack at least.
Since i have to build it, id like to have at least stick axles, threaded bb (no pressfit) and a mount for discbreaks.. UDH would be a + but its fine without.
I already checked Ali and found a lot of frames in the price range but its hard to figure out which has a decent quality.

Ah and shes quite small. 160cm so it needs to be a small frame  ;D

Any specific reason why you want to build one?

I'd stick with sth local, second hand likely, which she can try before.

400€ is not a lot if you consider that at least 150 will go to shipping (and 50 for color). So you need to search for sth in the range of 300ish considering the Ali price adjustment.

Check the Seaboard or similar. Carbon at that pricepoint I think maybe u can get the G056 in a promotion or similar. Anything below that not even sure exists should be crap and hell to build

The SPCycle G056/Ceccotti RF25 is probably the best bang-for-buck in carbon gravel bikes. It's almost perfect, only if it had UDH. Though it uses a fairly common hanger which can be found on many modern gravel frames. I would just buy 2-3 spares!
