61 frames for freaks of nature?

A friend is looking for a new road bike, he hates his canyon gravel bike too much.
He's almost 2m tall, 92kg, national champion in his youth, lives in the mountains, and is the kind of guy going 90kmh into hairpins; his rotors dont stray true for very long, and he's acutely aware of the forces required to stop him downhill. He's also broken a Cannondale frame before, because of brake fade, he chose to crash into a tree to save himself. Point being: he is very, very focused on frame quality & build strength, and generally distrusts anything without a lifetime warranty.

Are there chinese options in size 61 or thereabouts, preferably a bit aero, with at least a 32C clearance (he's heavy, and it helps cornering on dirty roads), that he could trust? And he wants a road bike, not a full on gravel bike. 
He also doesn't want to spend 7k on a bike, let alone 9 or 10.

A lot of the frames i usually look at max out in 58, which he feels is not enough.


Fast on the flat. And nowhere else.

Can we find road brake with 220mm brake rotors?? Or even 203mm.

The frame is already around for quit a while. I've owned and raced it in the past and I was very pleased with it it. It's a bit aero looking, fits 32mm tires and perfect for tall people. With my 192cm, I had to use a -17deg stem to get my fit as I wanted.  I remember with the sram red 22 mechanical I've build it up to 7.3kg in the size 61 frame.
Also have a look at light-carbon, they often do provide large sizes.

What kind of stack/reach/effective top tube figures is he looking for? I feel like the frame sizing numbers aren't great for most of the frames and the geometry varies a lot. Most of the ali frames are way too low imo.
