Sometimes you have to use a micrometer and some homemade spacer.

You can have a look at the picture. It may cause fork failure.

the problem is that the C ring should not rotate when steering but stay firm in the position and the cable should follow the movement.

The incision shown in the fork steerer confirm that your ring moves and dig the carbon, I assume it's not pressed enought during assembly
